On 24 March, the family of a girl who was allegedly raped by an army officer and subsequently killed along with her two brothers received a death threat. An NGO supporting them, Humanidad Vigente, was also threatened. On 22 March the judge working on the case was killed in eastern Colombia.
On 24 March, José Álvaro Torres’ oldest daughter received a phone call on her mobile. After asking who she was the caller told her: “Oh it is you, the daughter of the dog son of a whore, tell him that we already got him where it hurts most and will continue to get you, we will not rest until we kill another child, you have to leave Saravena, we know where you are living“ (ah usted es la hija del perro hijueputa, dígale que ya le dimos por donde más le duele y que vamos seguir dándole, no descansaremos hasta matarle otro hijo, tienen que largarse de Saravena, sabemos dónde están viviendo).
On 14 October 2010, her 14 year old sister Jenni Torres Jaimes had been raped by a member of the 5th Mobile Brigade of the Colombian Army, in the village of Caño Temblador, municipality of Tame, in the department of Arauca in eastern Colombia. Jenni Torres Jaimes and her brothers Jefferson and Jimmi were forcibly disappeared from their home on 14 October. Their dead bodies were found on 16 October.
On 22 March, the judge Gloria Constanza Gaona who was going to preside over the case in which an army officer was implicated, was shot dead in Saravena municipality, Arauca department. A few hours later, a member of Humanidad Vigente, the human rights NGO that has been working with the family to push for investigation and prosecution of those responsible for the rape and the killings, received a threatening phone call. Humanidad Vigente also received threatening calls on 22 March.

Judicial proceedings against sub-lieutenant Raúl Muñoz Linares, who was commanding the “Buitres 2” company attached to the 5th Mobile Brigade of the Colombian armed forces have been delayed several times. In the past five months he had four different lawyers. Since November 2010 Humanidad Vigente had been asking that the case should be transferred to Bogotá, so that due judicial procedures could be followed and that the victims’ right to truth, justice and integral reparation would be respected.
On 22 March, a few hours after the judge Gloria Constanza Gaona was killed, a member of Humanidad Vigente received two threatening phone calls within 30 minutes. The first call made reference to Olga Silva, the lawyer who represents the victims of the case: “bring two coffees to the office of Olga” (lleve dos tintos a la oficina de Olga). The second call referred to the director of Humanidad Vigente Luis Alfonso Ruiz: “bring two coffees to the office of Lucho” (lleve tres tintos a la oficina de Lucho). Given the killing of the judge only hours earlier, that the call was made to a private home of one of the members of Humanidad Vigente and that Tintos (coffee) are usually served at funerals in Colombia, Humanidad Vigente took these calls as threats. In addition the calls also suggest that the offices of Humanidad Vigente in Bogotá are being closely watched. Olga Silva and Luis Alfonso Ruiz had been sharing the same office until recently.

El 24 de marzo, la familia de una niña presuntamente violada por un militar y posteriormente asesinada junto con sus dos hermanos recibió una amenaza de muerte. Una ONG que apoya a la familia –Humanidad Vigente– también fue amenazada. El 22 de marzo, la juez encargada del caso fue asesinada en el este de Colombia.
El 24 de marzo, la hija mayor de José Álvaro Torres recibió una llamada en su teléfono móvil. Tras preguntarle quién era, el autor de la llamada le dijo: “Ah, usted es la hija del perro hijueputa, dígale que ya le dimos por donde más le duele y que vamos seguir dándole, no descansaremos hasta matarle otro hijo, tienen que largarse de Saravena, sabemos dónde están viviendo”.
El 14 de octubre de 2010, su hermana de 14 años, Jenni Torres Jaimes, fue violada por un miembro de la 5ª Brigada Móvil del ejército colombiano en el pueblo de Caño Temblador, municipio de Tame, departamento de Arauca, en el este de Colombia. Ese mismo 14 de octubre, Jenni Torres Jaimes y sus hermanos Jefferson y Jimmi fueron víctimas de desaparición forzada cuando se encontraban en su casa. Sus cadáveres se encontraron dos días después.
El 22 de marzo, la juez Gloria Constanza Gaona, que iba a presidir el caso, en el que está implicado un miembro del ejército, fue asesinada a tiros en el municipio de Saravena, departamento de Arauca. Unas horas después, un miembro de Humanidad Vigente, la ONG de derechos humanos que ha estado trabajando con la familia para pedir la investigación y el procesamiento de los responsables de la violación y los homicidios, recibió una llamada amenazadora. Humanidad Vigente también recibió amenazas telefónicas el 22 de marzo.

expresando preocupación por la seguridad de la familia de José Álvaro Torres, su abogada y otros miembros de Humanidad Vigente, así como otros funcionarios judiciales que participan en el caso de la violación de Jenni Torres Jaimes y los homicidios de Jenni, Jefferson y Jimmi Torres;

pidiendo a las autoridades colombianas que pongan en práctica medidas inmediatas y efectivas –acordadas con la familia y los miembros de Humanidad Vigente– para protegerlos a todos;

instando a las autoridades a que lleven a cabo investigaciones exhaustivas e imparciales sobre las amenazas contra la familia Torres y los miembros de Humanidad Vigente y sobre el homicidio de la juez, que hagan públicos sus resultados y que lleven a los responsables de esos actos ante la justicia; pidiendo que se tomen esas mismas medidas respecto a la violación de Jenni Torres y el homicidio de los tres niños.

Los procedimientos judiciales contra el subteniente Raúl Muñoz Linares, que estaba al mando de la compañía “Buitres 2”, adscrita a la 5ª Brigada Móvil de las fuerzas armadas colombianas, han sufrido varios retrasos. En los últimos cinco meses, el subteniente ha tenido cuatro abogados diferentes. Desde noviembre de 2010, Humanidad Vigente ha estado pidiendo que el caso se traslade a Bogotá, para que se puedan llevar a cabo los debidos procedimientos judiciales y se respete el derecho de las víctimas a la verdad, la justicia y una reparación integral.
El 22 de marzo, unas horas después del homicidio de la juez Gloria Constanza Gaona, un miembro de Humanidad Vigente recibió, en el espacio de 30 minutos, dos llamadas telefónicas amenazadoras. La primera hacía referencia a Olga Silva, la abogada que representa a las víctimas del caso: “lleve dos tintos a la oficina de Olga”. La segunda hacía referencia al director de Humanidad Vigente, Luis Alfonso Ruiz: “lleve tres tintos a la oficina de Lucho”. Teniendo en cuenta que la juez había sido asesinada sólo unas horas antes, que las llamadas se realizaron al domicilio particular de uno de los miembros de Humanidad Vigente, y que, en Colombia, en los funerales suelen servirse “tintos” (cafés), Humanidad Vigente consideró estas llamadas como amenazas. Además. Las llamadas sugieren también que las oficinas de Humanidad Vigente en Bogotá están sometidas a una estrecha vigilancia. Olga Silva y Luis Alfonso Ruiz habían compartido el mismo despacho hasta hace poco.
