Trade unions, human rights organizations and community leaders received a death threat from the paramilitary Popular Revolutionary Antiterrorist Army of Colombia (AU-ERPAC) in a flyer distributed in the municipality of Bugalagrande, south-western Colombia on 16 February.
On 16 February, an event had been arranged to raise awareness about the victims of paramilitaries in BugalagrandeMunicipality. Whilst this event was taking place, flyers accusing several trade unions, trade unionists and
human rights organizations
of being guerrillas and threatening to kill them were distributed. The flyers had the following message: “We warn you guerrillas of the FARC and ELN linked to SINALTRAINAL, SINTRAMUNICIPIO, ACACEVA and other NGOS your time has come bastards…
You are not going to save yourself Rafael Esquivel, Fredy Sepúlveda, Álvaro Varela and Martín Agudelo and terrorist ideologist guerrilla partners that are travelling outside, we are waiting for you”
The individuals mentioned above are members of the National Union of Food Industry Workers (Sindicato Nacional de Trabajadores de la Industria de Alimentos, SINALTRAINAL). In recent years, members of SINALTRAINAL have faced repeated death threats and killings as a result of their campaigns for trade union rights and for denouncing human rights violations against the union’s members. Those SINALTRAINAL members mentioned in the flyer have in the past travelled abroad as part of their campaign work.
In addition to SINALTRAINAL, leaders of the union representing municipal workers, SINTRAENTEDDIMCCOL, were also threatened. Over recent years leaders of this union and its predecessor organization SINTRAMUNICIPIO have been frequently the target of serious human rights violations
The Peasant Farmer Association of the Centre of Valle (Asociación Campesina del Centro del Valle, ACACEVA) was also named in the flyer despite the fact that it no longer exists. This organisation was disbanded due to paramilitary violence. Some of its previous members, including former founder Luz Marina Palacio Bocanegra, are now part of the Association for the Integral Social Development (Asociación para el desarrollo social integral, ECATE), which works with victims of paramilitary violence, and they have received intimidating phone calls in the last few months. The flyers explicitly threatened three organizations and nine individuals.

Trade unions, human rights organizations, and other social organizations have often been labelled as guerrilla collaborators or supporters by government officials, as well as by the security forces and paramilitaries. Such accusations have often been followed by threats or attacks against human rights activists. Colombia is one of the countries with the highest rate of killings of trade unionists – in 2010 51 members of trade unions were killed.
Colombia
's paramilitary groups supposedly demobilized in a government-sponsored process that began in 2003, but it is clear from the threats against human rights organizations and trade unions, in Valle de Cauca and elsewhere, that they are still operating.
Guerrilla forces have also been responsible for numerous killings and threats in South-western Colombia in recent years.

LOS PARAMILITARES AMENAZAN A SINDICALISTAS
Sindicatos, organizaciones de derechos humanos y dirigentes comunitarios han sido amenazados de muerte por el grupo paramilitar Ejército Revolucionario Popular Antiterrorista de Colombia (AU-ERPAC) en un folleto que se distribuyó en el municipio de Bugalagrande, en el suroeste de Colombia, el 16 de febrero.
El 16 de febrero se organizó un acto para sensibilizar sobre las víctimas de los paramilitares en el municipio de Bugalagrande. Durante el acto, alguien distribuyó folletos en los que se acusaba a varios sindicatos, sindicalistas y organizaciones de derechos humanos de pertenecer a las guerrillas y se los amenazaba de muerte. Los folletos decían:
“le alvertimos [sic] a los gurrilleros [sic] de las FARC y ELN asocidos [sic] a SINALTRAINAL SINTRAMUNICIPIO ACACEVA y dmas [sic] ONGs les llegó su hora malparidos […] Rafael Esquirel Fredi [sic] Sepulbeda [sic] Alvaro Barela [sic] Martin Agudelo y sus compinches milicianos ideologos terroristas sigan viajando al esterior [sic] que aqui les esperamos”. Los nombres mencionados pertenecen a miembros del Sindicato Nacional de Trabajadores de la Industria de Alimentos (SINALTRAINAL). En los últimos años, los miembros de SINALTRAINAL han recibido repetidas amenazas de muerte y han sido víctimas de homicidio a consecuencia de su campaña en pro de los derechos sindicales y de su denuncia de las violaciones de derechos humanos cometidas contra los miembros del sindicato. Los miembros de SINALTRAINAL mencionados en el folleto han viajado en el pasado al extranjero como parte de su trabajo de campaña.
Además de a los miembros de SINALTRAINAL, también se amenazaba a los dirigentes de un sindicato que representa a los trabajadores municipales, SINTRAENTEDDIMCCOL. En los últimos años, los dirigentes de este sindicato y de su predecesor (SINTRAMUNICIPIO) han sido blanco frecuente de graves violaciones de derechos humanos.
En el folleto se citaba también la Asociación Campesina del Centro del Valle (ACACEVA), a pesar de que ya no existe. Esta organización se disolvió a causa de la violencia paramilitar. Algunos de sus miembros, incluida su ex fundadora Luz Marina Palacio Bocanegra, forman parte ahora de la Asociación para el Desarrollo Social Integral (ECATE), que trabaja con las víctimas de la violencia paramilitar, y han recibido llamadas telefónicas intimidatorias en los últimos meses. Los folletos amenazaban explícitamente a tres organizaciones y nueve personas.
ESCRIBAN INMEDIATAMENTE, en español o en su propio idioma:

pidiendo a las autoridades que ordenen una investigación exhaustiva e imparcial sobre las amenazas de muerte realizadas contra miembros de SINALTRAINAL, SINTRAENTEDDIMCCOL y ECATE, que hagan públicos sus resultados y que lleven a los responsables ante la justicia;
n
pidiendo que brinden protección a los amenazados, según los deseos de los propios afectados;
n
instando a las autoridades a tomar medidas inmediatas para desmantelar los grupos paramilitares, de acuerdo con los compromisos expresos del gobierno y con las recomendaciones de la ONU y otras organizaciones intergubernamentales.

Los sindicatos, las organizaciones de derechos humanos y otras organizaciones sociales han sido tachados frecuentemente de colaboradores o simpatizantes de la guerrilla por autoridades gubernamentales, y también por las fuerzas de seguridad y los paramilitares. Estas acusaciones han venido a menudo seguidas por amenazas o ataques contra activistas de derechos humanos. Colombia es uno de los países con el índice de homicidios de sindicalistas más alto: en 2010, 51 miembros de sindicatos fueron asesinados.
Los grupos paramilitares de Colombia supuestamente se desmovilizaron en un proceso promovido por el gobierno que comenzó en 2003 pero, por las amenazas realizadas contra organizaciones de derechos humanos y sindicatos, tanto en el Valle del Cauca como en otros lugares, está claro que siguen actuando.
Las fuerzas de guerrilla también han sido responsables de numerosos homicidios y amenazas en el suroeste de Colombia en los últimos años.
